A category three cyclone has killed at least three hundred and fifty people in Myanmar, according to reports. Cyclone Nargis hit the capital Yangon on Saturday with winds of hundred and ninety kilometers per hour. The tropical storm devastated city streets with overturned cars, fallen trees and debris.

Parts of the Irrawaddy delta region were also particularly badly hit. Military authorities have declared five states in the country as disaster zones. Military and police have been carrying out rescue operations, as the former Burmese capital remains without power and water.

In outlying regions the death toll could still rise with United Nations disaster experts saying it will take days to assess the full extent of the devastation. The state has been ruled by a military regime since 1962.

It could be thousand more victims.

The death toll of the cyclone who destroyed many cities in Burma is today dramatic... More than 15000 dead people, whereof 10000 in Bogolay (South West), said governmental medias.

The cyclone Nargis came from the Bengal Golf and struck a full shot the Irrawaddy, where is located Bogolay, late on Friday evening, with strong winds between 190 and 240 km/hours, before continue in the East direction Saturday, devastating many provinces in the South, including Rangoon, the biggest city in Burma.

The United Nations said that the homeless are hundred of thousands and will do everything to help the country.

This cyclone is one of the most murder of those last years.

Five big administrative divisions (Rangoon, Irrawaddy, Pegu, and the states Hmong and Karen) are in state of natural disaster, but the Irrawaddy delta was the most affected.

From the minister of the foreign affairs, Nyah Win, 57 boats sank in this area.

Many coastal villages were destroyed, says Red Cross worker.

Many houses were destroyed, many trees up rooted, and hundred of roads obstructed, what is slowing down the help.

For the United Nations, hundred of thousand people need a quick help, especially shelters and drinking water. The Burmese authority did accept the international help.

Concerning the constitutional referendum for democracy:

In spite of the human situation due to the cyclone, the State Burmese Television in Thailand announced Tuesday that the military authority in Burma will maintain the constitutional referendum for this coming Saturday, but that they will post pone it in some localities very affected by the cyclone.

"The referendum will take place in a few days, and the most of the population is waiting for it impatiently" said the news paper controlled by the government.

In fact, the referendum is post pone in 47 localities says the MRTV, television controlled by the junta.

A 30 years old man, angry, said "We don't want democracy today, we want clean water!", he is a survivor of the cyclone in Rangoon.

Burma, which has a military government called Junta since 1962, is one of the poorest country in Asia.

United Nations: the referendum on the Burmese constitution will be "a ritual without real content"
UN rapporteur Pinheiro emphasises that the opposition must be allowed to campaign, and international observers must be admitted to the voting. But he concludes that there are no signs of change. The constitution seems to do nothing but give an appearance of legitimacy to the military dictatorship.

Yangoon (AsiaNews/Agencies) - The referendum for the new constitution of Myanmar, scheduled for May 10, will be "a ritual without real content" if international observers are not permitted to monitor it. Paulo Sergio Pinheiro, UN special rapporteur on Burma, also accuses the military junta in power of blocking any kind of campaigning for the "no" vote.

The constitution was written by the military junta alone, and legalises the dominant power of the military officials. Among other things, it reserves one quarter of the seats in parliament to military officers, and declares as ineligible those who have married foreign citizens, like opposition leader Aung San Suu Kyi. Her party, the National League for Democracy, is calling for a "no" vote, but no campaign against the constitution is permitted in the country. Local sources recount threats and intimidation to convince people to vote "yes", on a text that was made available only on April 9, and not even in the whole country. To prevent any future amendments, it is established that modifications to the constitution must be proposed by 75 percent of the legislative body, and approved by all of the voters.

In part for this reason, Pinheiro maintains that a vote held "without any of the basic freedoms" and without international observers is devoid of meaning. He has also accused the Burmese junta of detaining the democratic leaders, and arresting those who promote the "no" vote. He concludes that there are no signs of political change in the country. Pinheiro was in Myanmar in November of 2007, shortly after the repression of anti-government protests. The government then allowed UN envoy Ibrahim Gambari to enter the country a number of times, but without making any concrete concessions, disappointing any expectation of openness.

Military officials have announced democratic elections for 2010, but experts maintain that this is only an attempt to put an end to criticisms and the economic embargo of Western countries.

About the cyclone:

Burma said not to be ready yet to accept relief teams or foreign journalists, in spite of the international call for a massive help for more than one million disaster victims.

The Burmese military, who governed one of the most closed country in the world for half of a century, expect to manage themselves material and financial helps promised, it is about millions of euros.

Even if the governmental news paper or the foreign ministry said that Burma is doing whatever the country can to provide the help in affected zones, the foreign minister tells that "Burma is not ready to receive reliefs team, or foreign journalist team."

For official provisional death toll of the last Saturday cyclone, there is now about 23000 dead people, and more than 42000 disappeared people. Far from an American diplomat in Rangoon who is fearing more than 100000 dead people.

The junta started already to push back humanitarian workers arrived in a plane from Qatar.

For the United Nations, the time is counted. "The situation is critical, and only a small window is open if we want to avoid diseases who could increase a dramatical number of victims." "There is an important risk of second round in this catastrophe which could potentially kill the same amount of people than the initial cyclone." Heavy rains are expecting in the coming next seven days.

One of the worst area is the Irrawaddy delta, the most farmer zone for rice culture in Burma.

More than 1 week after the catastrophe made more than 71000 victims, the Burmese junta still doesn't deliver the Visas.
Starvation is close since all the rice stocks have been destroyed.
While twenty percent children are suffering from diarrhea, some case of cholera appeared among the people.
To avoid a second catastrophe, not natural but humanitarian, the U.N want to collect more funds for Burma, in order to rebuild the country.

Concerning the referendum, the "yes" won with more than 92%...

2.4 millions disaster victims.

From the secretary of the U.N.O Burma, and it's government, is now open to all kind of help from abroad after realizing how bad is the situation.

"My government is ready to accept those groups (humanitarian) interested in rebuilding and rehabilitate the country. conforming to our priorities and the work that has to be done" said Thein Sein in the opening of the international conference for donations with humanitarian organisme in Rangoon.
